Functional Role: Site Manager (on-site)

 

Scope of Functional Role 

The Site Manager is responsible for overseeing all on-site construction activities. This role involves overseeing the EPC Contractor’s compliance with civil, structural, and electrical scopes and collaborating with stakeholders, including the Client, local authorities, landowners, and contractors. The Site Manager will be engaged from mobilization through testing, commissioning, and project close-out.  

Key Responsibilities 

Onsite Presence and Coordination 

    • Primary Site Contact: Serve as the primary point of contact for the Client, Client’s vendors/consultants, and the EPC Contractors’ Site Managers. Ensure seamless coordination between all on-site personnel and visiting teams.  
    • Liaison with Landowners and AHJs: Act as the primary contact for landowners and local Authorities Having Jurisdiction (AHJs) during site visits. Facilitate communication and promptly resolve any issues.  
    • Public Inquiries: Record and manage public inquiries and provide assistance with resolutions as directed by Client.  
    • Equipment Logistics: Support logistics related to the delivery of Owner Supplied Equipment. 

Monitoring, Inspections, and Reporting 

    • Construction & Milestone Tracking: Monitor project progress against the milestones schedule, ensuring compliance with IFC plans, specifications, and the EPC Agreement. Report any delays or discrepancies to the project team for review and possible remedial actions to meet Commercial Operations, Substantial Completion, and Final Completion dates.  
    • Comprehensive Site Reporting: Prepare site reports, logs, and material tracking documentation, and verify the accuracy of contractor reports. This includes verifying delivery quantities, timing, and report quality.  
    • Site Condition Monitoring: Regularly monitor and report on weather conditions, groundwater and surface water levels, and subsurface conditions, ensuring this information is communicated to Client in daily and weekly reports.  
    • Invoice Support: Assist in tracking progress to help verify invoices and assess the validity of change orders.  
    • Safety Oversight: Ensure contractor compliance with safety plans, and exercise authority to stop work if necessary, following established safety protocols.  
    • Lead Onsite Team: Lead and coordinate quality inspections across all disciplines. Ensure the onsite team understands their role to “inspect and verify” rather than “approve” or “direct” contractor work.  
    • PWA & Local Sourcing Compliance: Assist in reviewing contractor-reported data on material quantities, labor tracking, and local sourcing compliance with Public Works Agreement (PWA) requirements. Track sourcing of materials, services, and labor from State and the local region.  

Project Leadership and Coordination 

    • Project Leadership: Lead the onsite team from mobilization through the Commercial Operation Date (COD) and project handover. Ensure effective coordination of personnel to meet project objectives.  
    • Health, Safety, and Environmental (HSE) Compliance: Enforce compliance with HSE policies, ensuring that all on-site personnel adhere to the highest safety standards. Review monthly man-hours and safety metrics and engage in HSE activities as required.  
    • Contract & Logistics Management: Maintain a strong working knowledge of the EPC contracts, and ensure all logistics are managed in line with the project schedule.  
    • Problem Solving: Collaborate with contractors to address construction challenges and work together to develop corrective actions or recovery plans to keep the project on track.  

Testing, Commissioning, and Close-Out 

    • Coordination of Testing and Commissioning: Oversee and coordinate testing, commissioning, and startup activities, ensuring that all systems are properly tested by the responsible parties. Report on any issues or delays.  
    • Major Milestone Documentation Review: Review milestone documentation from contractors and report any inconsistencies to the project team for resolution.  
    • Project Close-Out: Facilitate project close-out meetings with contractors and Original Equipment Manufacturers (OEMs), documenting lessons learned and ensuring all close-out activities are completed according to plan.  

Compliance 

PEC will adhere to all safety, security, confidentiality, and professional conduct policies while on-site, as required by Client. This includes compliance with the Client’s Contractor Safety Requirements and any site-specific regulations. 

The Site Manager position is critical to the success of the project, ensuring that all phases—from mobilization to final commissioning—are executed efficiently, safely, and in alignment with the project’s contractual obligations.
