Functional Role: Medium/Low Voltage (MV/LV) Electrical SME

 

Scope of Functional Role

The Medium/Low Voltage (MV/LV) Electrical Subject Matter Expert (SME) will be responsible for overseeing the MV/LV electrical construction process at the field level. This role includes coordinating with electrical engineers, EPC contractors, and the utility supplier to ensure compliance with design plans, specifications, budget and project schedules. The MV/LV Electrical SME will also document the quality, testing, and commissioning of the EPC Contractor’s work

Key Responsibilities

Field-Level Electrical Oversight:

      • Monitor MV/LV Installations: Oversee EPC Contractor’s MV/LV electrical installation, including DC-Collection, AC-Collection, and wire management.
      • Trenching Activities: Monitor trenching activities, including trench depth, cable type, spacing, open trench protection, backfill, and compaction procedures. Ensure all work is performed in accordance with IFC drawings and notes on a regular basis, reporting discrepancies to the Client Project Manager for remedial action.
      • Junction Boxes and MV Terminations: Pay close attention to quality at key MV points, including junction boxes, borings, substation connections, and inverter terminations. Ensure proper spacing and bending radii of MV cables and report any issues for corrective action.
      • DC Cable Installation: Monitor installation of DC cables, focusing on harness cable management, combiner box terminations, load break disconnects (LBDs), and CAB installation. Ensure all activities adhere to IFC drawings and QA/QC procedures.

    • Testing and Commissioning:

      • Pre-functional Testing and Commissioning: Observe and document all pre-functional testing and commissioning activities. Ensure that the contractor follows proper procedures for hot commissioning and start-up activities.
      • Inverter Hookups and Terminations: Monitor the placement, hookup, cable entries, and terminations of all inverters, ensuring compliance with best practices and “golden row” approaches for low-voltage equipment like LBDs and combiner boxes.

    • Quality Assurance and Safety:

      • Milestone Tracking: Track the progress of electrical work against the project schedule to ensure completion in accordance with design plans and specifications. Report any delays or discrepancies to the Site Manager.
      • QA/QC Program Validation: Review and validate the EPC contractor’s quality assurance and quality control (QA/QC) program. Ensure that all work follows the Client’s standards and specifications.
      • Safety Manuals and Programs: Review and monitor the contractor’s adherence to safety standards, manuals, and procedures. Report any health and safety violations promptly.

    • Documentation and Reporting:

      • Project Close-out Documentation: Review contractor-provided close-out documentation (Job Books) for any inconsistencies or discrepancies and report them to Project Management for review.
      • Daily/Weekly/Monthly Reports: Provide regular reports documenting services performed, any health and safety violations, and other relevant matters affecting the project’s progress or contractor performance.
      • Address Construction Challenges: When construction challenges arise, report them to the Site Manager to ensure they are addressed in a timely manner.
    • Deliverables 

      PEC will provide the Client with regular written reports, including: 

      • Daily, Weekly, and/or Monthly Reports: Summaries of the services performed, including details on progress, potential challenges, and overall project health.
      • Health and Safety Reports: Documentation of any health and safety violations observed on-site.
      • Other Project Matters: Reports on any other issues that may affect the EPC Contractor’s performance or the progress of the project.

    • Compliance

      PEC will adhere to all safety, security, confidentiality, and professional conduct policies while on-site, as required by Client. This includes compliance with the Client’s Contractor Safety Requirements and any site-specific regulations.

      The Medium/Low Voltage (MV/LV) Electrical Subject Matter Expert (SME) role is critical in ensuring that the MV and LV electrical systems are installed correctly, tested, and commissioned per the design specifications, regulatory requirements and budget, supporting the overall success of the project.
