Functional Role: Civil Superintendent (on-site)

 

Scope of Functional Role:

The Civil Superintendent will be responsible for overseeing the civil construction processes in the field.  The Civil Superintendent will monitor the installation and quality of civil infrastructure, ensuring compliance with the IFC (Issued for Construction) drawings, specifications, and AHJ (Authority Having Jurisdiction) requirements. The Civil Superintendent will collaborate closely with the EPC Contractor and the Site Manager to ensure that the project is delivered according to contract plans, specifications, safety standards and budget, while addressing any construction challenges. 

Field-Level Oversight and Coordination 

    • Ensure Compliance with IFC Drawings & AHJ Requirements: Ensure all civil features, including grading, roads, and SWPPP BMPs, are executed according to IFC drawings, notes, and AHJ requirements. Report discrepancies to the Client Project Manager for contractor remedial action.
    • Spot Inspections: Perform spot inspections of key areas and major civil features, rather than continuous 100% monitoring, to efficiently oversee the construction process.
    • Identify Issues & Problems: Monitor for road blowouts, improper entrances, culvert damage, and any deviations from plans. Report issues immediately for prompt resolution.
    • Track Progress: Track the progress of activities required for invoice verification and permit compliance, ensuring all work remains on schedule and meets contractual obligations.

Monitoring, Inspecting and Reporting 

    • Surface and Groundwater Monitoring: Monitor site conditions, including surface water, groundwater, and subsurface conditions, to ensure safe and compliant construction activities. This includes tracking pile-driving speeds to assess subsurface risks like refusal or the need for predrill and monitoring trenching activities.
    • Drain Tile Surveys and Compliance: Review the contractor’s drain tile survey efforts, assessing their plans to avoid damage or proposing necessary repairs in compliance with project permits.
    • High-Voltage Switchyard and Substation Civil Works: Monitor the installation of civil works at the high-voltage switchyard and substation.
    • Monitor QA/QC Programs: Observe the EPC contractor’s quality assurance and quality control (QA/QC) program to confirm that project deliverables meet specified requirements.
    • Track Milestones: Monitor the construction milestones and confirm with the contractor that the project is being built in conformance with the design plans and specifications.
    • Identify Construction Challenges: When construction challenges arise, report them to the Site Manager to ensure prompt action and resolution.

Support Activities 

    • Discrepancy Reporting: Report any discrepancies in conformance with plans and specifications to the Client Project Manager.
    • Coordination with Local Authorities: Assist with coordination with local authorities to ensure all site entrances and public roads meet local requirements and project standards.
    • Project Close-Out Documentation: Review contractor-provided close-out documentation (Job Books) with the Project Construction Coordinator and Site Manager, reporting any discrepancies or inconsistencies to the Project Management team for further analysis and corrective actions.
    • Report Claims and Issues: Notify the Site Manager of any project claim occurrences and document any potential claims or safety violations.

Progress and Schedule Monitoring 

    • Monitor Contractor Milestones: Assist with monitoring the contractor’s adherence to the milestones schedule outlined in the EPC Agreement. Report any delays or discrepancies to Project Management to ensure timely remedies and adherence to Commercial Operations, Substantial, and Final completion dates.

Landowner Coordination 

    • Landowner Relations: Support coordination with landowners to address any crop damage or drain tile issues that arise during construction, ensuring that concerns are managed and resolved effectively.

Compliance

PEC will adhere to all safety, security, confidentiality, and professional conduct policies while on-site, as required by Client. This includes compliance with the Client’s Contractor Safety Requirements and any site-specific regulations.

The Civil Supt. role is critical to ensure that the project is delivered according to contract plans, specifications, safety standards and budget, while addressing any construction challenges.
