Functional Role: Safety Specialist (on-site)

 

Scope of Functional Role: 

The Safety Specialist is responsible for monitoring and ensuring the implementation of health, safety, and environmental (HSE) programs across the project site. This role supports the oversight of contractors, subcontractors, OEMs, vendors, suppliers, and employees, ensuring adherence to the Client’s HSE policies. The Site Safety Specialist promotes a culture of safety and provides guidance on HSE matters and contributes to fostering a safe, healthful, and compliant work environment.

Key Responsibilities

Health, Safety, and Environmental Compliance

    • HSE Oversight: Monitor safety, health, and environmental practices among all on-site personnel, including contractors, subcontractors, OEMs, vendors, suppliers, and employees. Reinforce the Client’s safety and sustainability values across the project site.
    • Regulatory Compliance Support: Assist in interpreting and applying Federal, State, Provincial, and local regulations, as well as industry best practices and consensus standards, to support the maintenance of effective HSE policies and procedures.
    • HSE Program Monitoring: Monitor and provide input on site-specific HSE documents, including policies, procedures, and instructional materials, to help ensure compliance with relevant regulations and Client standards.
    • SSSP Review Support: Review Site-Specific Safety Plans (SSSP) from EPC Contractors, OEMs, vendors, and suppliers to ensure alignment with HSE policies, environmental permits, and local regulations.

Onsite Coordination and Communication

    • HSE Liaison: Act as a point of contact between the project team and HSE representatives from EPC Contractors, OEMs, vendors, and suppliers during project execution. Facilitate clear communication on safety policies and procedures.
    • HSE Support: Provide guidance on HSE matters to field teams assisting them in maintaining health and safety standards throughout project planning and construction.

Monitoring, Audits, and Reporting

    • Site Audits and Inspections: Assist in monitoring site conditions through audits and inspections. Identify and communicate any systemic trends that may impact safety on the project and suggest corrective actions as necessary.
    • HSE Metrics and Analysis: Monitor HSE metrics and trends, and share findings with field teams and leadership to highlight areas for improvement and promote a culture of continuous safety enhancement.
    • HSE Reporting: Monitor and support record-keeping procedures to ensure contractor and employee safety documentation meets applicable regulations and standards.

Supervision and Safety Culture

    • Safety Monitoring: Support the Client’s goal of promoting a strong safety culture across the project site. Reinforce adherence to HSE standards and policies for all personnel.

Additional Responsibilities

    • HSE Guidance: Provide general guidance on safety procedures and processes to help ensure compliance with safety regulations and standards.
    • HSE Best Practices: Stay informed on industry best practices and monitor their application on-site to maintain the highest safety standards.
    • Corrective Action Strategy Support: Assist in identifying and supporting corrective action strategies when systemic safety issues are identified.

Compliance

PEC will adhere to all safety, security, confidentiality, and professional conduct policies while on-site, as required by Client. This includes compliance with the Client’s Contractor Safety Requirements and any site-specific regulations.

The Safety Specialist plays a critical role in monitoring and enforcing safety practices throughout the project site. By ensuring compliance with HSE regulations and policies, the Specialist supports a safe and effective project execution, aligned with the Client’s value of safety, health, and sustainability.
