Functional Role: High Voltage (HV) Electrical Superintendent (on-site)

 

Scope of Functional Role

The HV Electrical Subject Matter Expert (SME) will oversee the field-level electrical construction of the Project substation and/or transmission lines. This role will involve coordinating with electrical engineers, EPC contractors, and utility suppliers to ensure that all electrical systems, wire management, and high-voltage installations, are constructed safely according to the project’s design, standards, budget and schedules.

Field-Level Oversight and Coordination

    • Observe Electrical Installations: Monitor the contractor’s electrical installations, including substation foundation, all high voltage equipment, auxiliary equipment, and wire management methods, documenting quality, testing, and commissioning.
    • Observe Transmission Line and POI Installations: Monitor the contractor’s high voltage transmission line and point of interconnection (POI) installations.
    • Site Logistics Coordination: Coordinate with the electrical contractor on material and equipment deliveries.
    • Monitor Master Schedule: Review and track the substation and transmission line scope of work and related activities within the master project schedule to ensure timely completion.
    • Ensure Compliance: Ensure all work is performed in compliance with contract plans, specifications, and industry standards. Report any discrepancies to the Client Project Manager and Site Manager.
    • Interface with Utility Suppliers: Ensure coordination with the utility supplier as necessary to meet project milestones.

Quality Assurance and Reporting

    • Review Safety and Quality Programs: Validate the EPC Contractor’s adherence to their quality assurance/quality control (QA/QC) program, and review the contractor’s safety manuals and programs.
    • Pre-functional Testing and Commissioning: Observe and document pre-functional testing, hot commissioning, and startup activities. Ensure all tests are conducted per design specifications.
    • Report Construction Challenges: Report any construction challenges or issues to the Site Manager promptly, ensuring timely remediation.

Monitoring Substation and Switchyard Construction

    • Substation and Switchyard Oversight: Monitor civil, structural, and electrical work related to the substation, switchyard, and transmission line construction. Ensure compliance with IFC drawings and notes on a regular basis, reporting any discrepancies to the Site Manager or Client Project Manager for corrective action.
    • Ground Grid Installation: Check ground grid installation to verify compliance with IFC plans and notes.
    • QA/QC Procedures: Validate the contractor’s QA/QC procedures and turnover documentation to ensure alignment with IFC drawings and notes on a regular basis. Report any issues for corrective measures.

Schedule and Documentation Review

    • Monitor Milestone Schedule: Assist in monitoring contractor adherence to the project’s milestone schedule per the EPC Agreement. Report any delays or discrepancies to the Site Manager for review and remedial action to meet Commercial Operations, Substantial, and Final completion dates.
    • Project Close-out Documentation: Review contractor-provided close-out documentation (Job Books) for any inconsistencies or discrepancies and report them to Project Management for further review.

Reporting and Deliverables

PEC will provide Client with regular written reports, including:

    • Daily, Weekly, and/or Monthly Reports: Detailing the services performed, issues identified, and overall progress.
    • Health and Safety Reports: Document any safety violations observed during site visits.
    • Project Performance and Claims: Report any issues that could impact performance, as well as any project claim occurrences, to the Site Manager.

Compliance with Client Standards

PEC will comply with all safety, security, confidentiality, and professional conduct guidelines established by Client. This includes adherence to the Client’s Contractor Safety Requirements and ensuring all work is carried out in a professional, business-like manner.
