Functional Role: Community Liaison Officer (CLO)

 

Scope of Functional Role:

The Community Liaison Officer (CLO) is responsible for serving as the primary connection between the renewable energy project owner (Client) and the local host community. Leveraging local knowledge and established relationships, the CLO will foster trust and collaboration between the project and community stakeholders, ensuring transparency, responsiveness, and mutual understanding. The CLO will manage communication, address concerns, and represent the project’s interests within the community, while advocating for local needs and priorities within the project team.

Key Responsibilities

Community Engagement

    • Relationship Building: Establish and maintain strong, positive relationships with community stakeholders, including residents, local businesses, and community organizations.
    • Community Outreach: Organize and facilitate community meetings, workshops, and events to provide project updates, answer questions, and gather feedback from the community.
    • Proactive Communication: Develop and implement strategies to regularly engage with the community and anticipate concerns before they arise.

Communication

    • Communication Liaison: Serve as a communication link between the project team and the host community, ensuring clear, consistent messaging.
    • Information Dissemination: Develop and distribute informative materials, such as newsletters, flyers, and social media updates, to keep the community informed about project developments, milestones, and upcoming activities.

Concerns and Issue Resolution

    • Community Feedback: Actively listen to and document community concerns, questions, and feedback related to the project.
    • Issue Resolution: Work collaboratively with the project team to address and resolve concerns raised by the community in a timely and transparent manner. Track and document concerns and their resolutions to maintain accountability and provide insights for continuous improvement.

Community Representation

    • Local Representation: Represent the project at local events, forums, and public meetings, ensuring the community’s concerns and voices are heard and considered in project decisions.
    • Advocacy for the Community: Advocate for the interests of the community within the project team, providing insights into local dynamics, priorities, and concerns.

Building Partnerships

    • Collaborative Partnerships: Foster partnerships with local organizations, governmental bodies, host landowners, and other stakeholders to enhance the project’s acceptance and support within the community.
    • Opportunities for Collaboration: Identify and pursue opportunities for partnerships that provide mutual benefits to both the community and the project, creating a positive impact and strengthening community ties.

Reporting

    • Regular Updates: Provide regular updates to the Client on community engagement activities, concerns raised, and actions taken.
    • Quarterly Summary: Prepare a quarterly report summarizing community feedback, engagement outcomes, and any recommended actions to be considered by the project team for ongoing improvement.

Deliverables

    • Monthly Reports: Deliver monthly community engagement reports detailing activities, feedback received, and any issues addressed.
    • Event Documentation: Provide detailed documentation of all community meetings, events, and workshops, including attendance, topics discussed, and outcomes.
    • Communication Materials: Develop and distribute at least one piece of communication material (newsletter, flyer, etc.) per month to keep the community informed.
    • Quarterly Summary Report: Submit a quarterly report summarizing community engagement efforts, concerns raised, resolutions implemented, and any recommendations for future actions.

Compliance

PEC will adhere to all safety, security, confidentiality, and professional conduct policies while on-site, as required by Client. This includes compliance with the Client’s Contractor Safety Requirements and any site-specific regulations.

The Community Liaison Officer plays a critical role in building and maintaining trust between the renewable energy project and its host community, ensuring transparent communication and meaningful engagement throughout the project’s lifecycle.
