Functional Role: Community Liaison Officer (CLO)

Scope of Functional Role:

The Community Liaison Officer (CLO) will serve as the primary point of contact between the renewable energy project owner (Client) and the local host community. The CLO will leverage their hyper-local knowledge and direct ties to the community to build trust, address concerns, and foster positive relationships.

Responsibilities:

Community Engagement

        • Establish and maintain strong relationships with community stakeholders, including residents, local businesses, and community organizations.
        • Organize and facilitate community meetings, workshops, and events to provide project updates and gather feedback.

Communication

        • Act as the primary communication channel between the project team and the host community.
        • Develop and distribute informative materials (newsletters, flyers, social media posts) to keep the community informed about project developments and initiatives.

Concerns and Issue Resolution:

        • Actively listen to community concerns and feedback regarding the project.
        • Work collaboratively with the project team to address and resolve issues raised by the community in a timely manner.
        • Document concerns and resolutions for ongoing improvement and transparency.

Community Representation:

        • Represent the project at local events, forums, and public meetings, ensuring that community voices are heard and considered in project decisions.
        • Advocate for the interests of the community within the project team, highlighting local needs and priorities.

Building Partnerships:

        • Foster partnerships with local organizations, governmental bodies, host landowners and other stakeholders to enhance project acceptance and support.
        • Identify opportunities for collaboration that benefit both the project and the community.

Reporting

        • Provide regular updates to the Client on community engagement activities, concerns raised, and actions taken.
        • Prepare a quarterly report summarizing community feedback, engagement outcomes, and any recommended actions for the project team.

Qualifications

        • Strong ties to the local community, with a deep understanding of local issues, culture, and dynamics.
        • Excellent communication and interpersonal skills, with experience in community engagement.
        • Ability to work independently and as part of a collaborative team.
        • Experience in the renewable energy sector or related fields is preferred but not required.

Deliverables

        • Monthly community engagement reports.
        • Documentation of community meetings and events.
        • Development of communication materials (minimum of one per month).
        • Quarterly summary report outlining community feedback and resolutions.

Duration of Engagement

        • The CLO position is typically engaged for the duration of the project, with a review after COD.
